At a Special Town Council meeting held on 5 October 2015, it was resolved that the distinction of Honorary Freeman be conferred upon Mr Frederick Parkin Raine in recognition of the eminent service he has rendered to the Town of Barnard Castle and its local community over a period of many years, in particular Mr Raine’s contribution to documenting and recording life in Teesdale.
The award was presented on 25 October 2015 by the Town Mayor, Cllr Mrs Sandra Moorhouse, at The Manor House Care Home, John Street, Barnard Castle. In attendance at the presentation were members of Mr Raine’s family, representatives of the town council, together with friends and residents of The Manor House. Following the presentation Mr Raine and his guests all enjoyed an afternoon tea kindly laid on by The Manor House staff.
Mr Raine’s award is only the fourth presented by the Town Council as the honour is awarded only on rare and exceptional occasions.
