Barnard Castle Town Council has a Town Mayor and Deputy Town Mayor who are elected by at the Town’s Annual Meeting in May each year. However, with only 12 Councillors, the convention adopted by the Council is that the Town Mayor and the Deputy Town Mayor may be elected for a second consecutive year unless there are good reasons for them not to be re-elected or the Councillors in question indicate that they do not wish to continue.

In addition to chairing Council meetings, the Town Mayor’s role is to attend and support, in an official capacity, events and celebrations within the Town. Each Mayor is willing to support any good cause, provided invitations are made to the Council’s office in writing.  The Town Mayor for 2019/20 is Councillor John Blissett and the Deputy Town Mayor is Councillor Frank Harrison

Barnard Castle Town Council has an adopted Code of Conduct for Members. The Code covers the behaviour of members based on the principles of selflessness, integrity, objectivity, accountability, openness, honesty, and leadership. Members are required to declare those areas in which they have a personal or pecuniary interest to aid in making the Town Council’s decision making transparent.
